19 of the Russian's 21 victories have been won on hard surfaces
A resurgent Medvedev claimed his maiden trophy for nearly 30 months with a win over opponent Moutet in the competition final.
Medvedev, a former world number one, has experienced a torrid year, winning just one match at the big events and experiencing a meltdown at the New York tournament.
The player's inconsistency on the ATP Tour - and struggles with his service game in particular - resulted in him exiting of the world's top 10 and finally separating with former coach his previous coach.
Currently training with Thomas Johansson and his other coach, he has steadily improved in the past month - climaxing in a hard-fought competitive victory over challenger Corentin Moutet.
This represents his first trophy following the Italian tournament and initial on a hardcourt since spring of that year.
The win also signifies he has secured 21 championships at twenty-one distinct events.
"For the first time I'm at a tournament with my two daughters together, so to secure a trophy is particularly special," said ranked player Daniil Medvedev.
"This championship is in dedication of my child Victoria, because the maiden victory I achieved when my first daughter her name was delivered was for her."
The tennis star, the past champion, had lost his past six finals, including in the German tournament previously this season.
Medvedev's counter-punching play style and recurring emotional displays on court had led observers to question if his capacity to compete at the highest level was finished.
Yet the 29-year-old has made changes in recent weeks, making an effort to come to the net and perform aggressively, reinforced by an enhanced serve.
He came back from a disadvantage in the first set against the tricky Moutet, securing four of the last five exchanges to go ahead.
Both players traded breaks in the following set before the challenger, striving for his initial professional championship, gained dominance to create a final set.
The opponent saved 4 initial opportunities in a competitive deciding set before Medvedev broke to 15 to close out the victory.
Appropriately, Medvedev secured victory with a shot at the net, with Moutet unable to control a shot after two hours and 38 minutes.
